Unable to create USB installer for 10.13

When attempting to create a bootable High Sierra Installer, I receive the following message "/Applications/Install macOS High Sierra.app does not appear to be a valid OS installer application." I checked the file size and it is only 22 MB.

High Sierra Installation Problem I am trying to install High Sierra from El Capitan and I can't make it happen. Here's the story... I have a 2015 Macbook Pro. I go to Apple and download OS 10.13 High Sierra. It finishes downloading, I open the file in Downloads, it opens a folder with the "Box Icon" in it. When I click the icon to install 10.13, I get a notification saying I need OS 10.13 to install OS 10.13. What am I doing wrong? Am I crazy?
