Deleted apps still shows up in home screen and cannot delete the blank app

I deleted an app last 2 weeks. However it appeared again after I deleted it within 5 mins. Then I restarted my phone and the app still exist but showed in a white blank app appearance.I deleted it everyday but it re-appeared an hour later. And I couldnt delete it or offload it in Setting. I dont want to go to any apple store to fix my phone. How can I solve this problem myself? I dont own Mac PC. I own a windows computer. I followed the instruction that you replied in a similar post but failed. PLease reply me ASAP. Thank you.

Thank you for using Apple Support Communities! I understand that you are unable to permanently delete an app showing on the Home screen of your iPhone as white with lines on it. I would be happy to help point you towards a resolution.

The following support article provides some troubleshooting steps to try for this behavior:

If you can’t download or update apps, or if apps get stuck - Apple Support

Specifically, try the steps under the "Restart your device" section where it says:

"If the app appears on your Home screen, but is dim or has white with lines on it, don't delete the app. Restart your device, then go to the App Store and redownload the app."

Once the app has been redownloaded again, delete it and see if it reappears. Keep us posted on the results.
