Small business managing Apple IDs.

We are a small business with ten Mac work stations. We would like to manage our Apple IDs and Apple software purchases through one account. Will Apple Business Manager let us do that? Assigning individual Apple IDs per employee has been a challenge. When an employee leaves it is difficult to convert Apple ID to new user. When we purchase new machines and reassign old ones, transitioning Apple IDs on the systems has also been rocky. Any suggestions you have would be welcome.
