It may be worth mentioning that this behavior is occurring in my Desktop and Documents folders, which are technically part of iCloud Drive. Perhaps this is an iCloud issue and not a Finder issue?
Maybe, I can't replicate it here, but I don't use iCloud.

Thanks for the reply. I'm surprised to hear that - I remember in High Sierra the modified date would update when a file was added to a directory. If this is normal behavior, what would change the modified date?
That is generally the case here & has been for a long time.
I'm not 100% sure of all possibilities, but it seems if a Folder is open or opened in the Finder then Date Modified will change as the hidden DS_Store files get added or updated.
Thanks - I'm not sure I follow. My OP wasn't about a finder folder being opened. My question was the folder's Modified Date currently does NOT update when a file is added to that folder.

I'm not sure why this is either, there are these folders that are not updating Mod Date located in respect to your home folder?
