In app purchase

I go to make an in app purchase and it starts to process and it comes up and says purchase can not be completed and it gives me the iTunes support web address.

Do as it instructs, go to the URL and follow the instructions:

www.apple.com/support/itunes/ww/ --> https://support.apple.com/country-selector/itunes > select your country > Contact Support > Contact iTunes Store Support > Purchases, Billing & Redemption
