Hi,
I unfortunately was not aware of the discontinuation of the printing function of iPhotos Projects. I have a project/book 3/4 of the way complete in iPhotos. I would like to move that over to Photos or any other app so that I may complete it and then print.
Does anyone know how I can do that?

Apple stopped the print services completely after September 30 last year. Even if you convert the iPhoto Library to a Photos Library you can no longer order books from Apple, see: Post 9/30/2018 Printing Options for Photos
It would be better to finish the book in iPhoto, save it as a PDF file, and then upload it to a service, that can print iPhoto books from a PDF file.
Presto Photo can print iPhoto books and Aperture books, for example.

Are you able to create a PDF file for that book with iPhoto? If so there's a 3rd party book provider which used to do the printing for Apple, Mimeo, that will take PDF files created by iPhoto and Photos and print and bind books and calendars.
Also you can upload the PDF file to PrestoPhotos which can print and bind books and calendars from iPhoto or Photos pdf files. They've been doing it for some time now.
Use the PrestoPhotos or Mimeo links above for direct access to the PDF file uploading and book/calendar ordering page for each site.
Using either provider with the PDF file the resulting calendar will be identical to what you see in the PDF file.
