I understand that you are having issues syncing playlists from iTunes on your computer to your iPhone, but are running into issues. First, make sure you are following the steps in this support article: Sync your iPhone, iPad, or iPod using iTunes on your computer
If you still do not get the option to sync, I would have to ask if you have an Apple Music subscription? If so, syncing from iTunes on your computer to your iPhone is disabled and you would get your music and playlists from Apple Music and not your computer.
