Adobie photoshop hand tool

Got creative cloud and a fue of the apps have a issue where you can only equipt the hand tool. Serched it up, as I wanted to use photoshop, and Ifound this...

Wondering if anyone knows what is the issue or anything that might help?

Can't edit portrait mode on my mac (but can on my phone) I'm not able to edit portrait mode settings in Photos on my M1 macbook air, but can edit those settings on my phone. Photos shows the "PORTRAIT" tag in the upper left of the image, but when I go into editing mode, there are no controls to adjust the portrait effects. Everything is up to date in terms of software and I can't find any other settings to adjust.
