Can't add any app to the accessibility list

After my MacOS upgraded to Mojave, many softwares want to ask for the permission of adding itself to “Accessibility” in the Privacy settings. However, when I click the "+" button in the "Accessibility" part and choose any app, it results nothing in the list, and no warning message.

Macbook (2016 or later)

Hi douglasb,

Yes, I have solved this problem. I tried many ways including all that you mentioned in the message. At last, I wiped everything and reset the system to its very original status. Then the OS fell back to OS Captian. Then upgrade it to Mojave, problem solved. Remember all data in your hard drive is wiped, so you have to back it up beforehand. If you have problem, call the apple service, and tell them you want to wipe your mac. They will guide you how to do it. I forgot the hot keys so I am not able tell you how to do this.
