Hi!
I’ve got iOS 12.1.3 upgrade on my iPhone and now i have this ‘phantom’ notification badge on the Settings icon.
I already did a full deep search, looking for alerts, news, messages or any kind of pending stuff that may be causing the badge, but found nothing.
Is it a bug? Does the upgrade need some ‘after’ extra settings?

When you head to settings do you see any request from Apple like 'enable two-factor authentication' or 'update your information' or something like that under your name at the very top of the settings list?
Did you try to restart your device?
this worked for me- Please sign out and sign in back to iCloud. There are few other workaround in this article

There is no pending information for update and i have 2-factor auth enabled. Restart doesn’t help (a hard reset was tried too).
The solution was just sign out from apple id.
(Weird, isn't it?)
