My wife's iPhone 7 with iOS 12.1.3 does not have the Option for Text Message Forwarding. The choice does not appear in Settings==>Messages. Her phone does show an Option ==> Show Contact Photos that does not appear on my iPhone 8, (iOS 12.1.2). My phone does have the Text Message Forwarding option. Oy Vey! FUD Reigns Supreme!

OK, seems I resolved my own question. The answer: on your Mac computer, launch Messages app, go to Preferences ==> Accounts and be sure the box "Enable Messages in iCloud" is clicked/ticked. Then while still in Accounts check/tick the box for "You can be reached for messages at:", indicating/activating the iPhone's actual phone number as one of the "Devices" where she can be reached. She only had eMail addresses checked/ticked. Now, go back to the iPhone ==> Settings ==> Messages ==> Text Message Forwarding will now be present. Touch to open and select the devices you want to sync Messages to.

Simply open the message you want to forward.
Slightly press the message > a Drop Up menu will pop up with two options > Select More...
The message will get selected and you will see forward icon at bottom right side.
That's it.
