Cannot download--not enough disk space: false

Get this message:

Safari could not download the file “YourStatement.pdf” because the disk doesn’t have enough free space.


I've got 95 GB used on a 500 GB disk!

Earlier threads with this question say to run "Repair Permissions." Does not exist on Sierra near as I can tell.


Downloads folder has Read& Write permissions for me and none for anyone else. Research suggests this is correct.


Problem arose after I did a full restore from Time Machine. Since everything restored to Downloads ended up with yesterday's date, rather than the original download date, I deleted all the downloads and then copied the old ones from Time Machine to a separate folder. So now I should have a pristine Downloads folder ready to receive new downloads. Why am I getting this error message?


Running Sierra 10.12.6 on MacBook Pro 13 inch, Late 2011.
