Does the "Documents" folder take up space in iCloud?

The "Documents" folder is under the iCloud directory in finder . Does it take up spaces in iCloud ?

My iCloud storage is currently full. If yes, can I still open or save anything into it?

If you have added the desktops and documents in iCloud Drive , and iCloud drive is turned as on definitely the documents will store space in iCloud see this article https://support.apple.com/en-gb/HT206985

If the iCloud storage is full reduce the storage see some articles https://support.apple.com/en-in/guide/mac-help/mh36833/mac
