iCloud full, but not actually?

My iCloud (50GB total) is getting close to full, and when I check the tool in system preferences, it says I have 16.5 GB of documents. However, in Finder, it says I have about 3GB of documents. I recently deleted an 11GB folder from iCloud drive (and from the deleted), and it never updated empty space.

i've tried disconnecting and reconnecting my iCloud account in hopes that my files would be re-indexed, but no luck.
