Grey target or placeholder icon instead of normal icon

Recently my iPad went whack and a lot of my apps had a grey target icon and some were named placeholder. I’ve forgotten how i’ve fixed it but i think it fixed by itself. When I had the problem settings was saying I had no storage left, so I tried deleting a few apps — two being keynote and a game. Now the apps are permanently with the icon, the name remains the same. I also suddenly had a few gigs more storage like before.

They won’t open, delete (even from storage in settings: it just disappears for a sec and then appears back again), or install from the App Store (comes up with “open” instead of install). Side note: only keynote appears in the storage section, the game isn’t there.

I have scoured the Internet and have tried everything I could from hard rebooting, changing my App Store account, deleting from storage in settings, resetting home screen layout, offloading, downloading from App Store (only shows “open”, and nothing happens when I press it). I would try resetting the entire iPad and backing it up, but I have nowhere to back it all up.
