Unable to verify the printer on your network. Unable to connect to ‘192.168.0.13’ due to an error. Would you still like to create the printer?

Trying to connect to network printer. After adding the printer via IP address the driver automatically selects the appropriate one based off of the printer model. When I select "add" I get the message "Unable to verify the printer on your network. Unable to connect to ‘192.168.0.13’ due to an error. Would you still like to create the printer?" When selecting yes and attempting to print a document the printer queue populates and says "the printer is not responding."
