The storage on my phone shows that 25.3GB of 64GB used but I am still receiving the 'Not Enough Storage' popup. How can I fix this? I am not able to take pictures or videos without first deleting others. The 'not enough storage' popup comes whenever I try to open my email.

That message may be coming from the mail server, not from you iPhone.
I have the same exact problem. I still have 30GB available storage but the “not enough storage” message keeps popping up. I can’t download apps. I can’t take photos nor videos without deleting my old apps. I can’t update to the newest software either. I’m currently on iOS 12.1.2
