Payment information could not be updated

I recently set up an Apple ID and have tried downloading an app int the App Store, but I kept receiving the error message, "this Apple ID has not yet been used with the App store. Please review your account information." I read online that this error might have occurred because I had not yet entered a billing/shipping address. SO I went online and updated that information. The error message was still occurring, so I read online that it might be because I had not yet entered a payment method.


However, when I enter a payment method I get a different error message, "Payment information could not be updated."

Macbook (2015 or later)
