Can't make or receive calls after iOS12.1.13 update

Following the recent iOS update from 12.1.2 to 12.1.3 I can no longer make or receive non-facetime calls. The call comes through but when answered there is no audio and the person cannot hear me. Sometimes after I have swiped to answer, the phone also continues to vibrate. I have this issue both when connected to WiFi and on cellular. I am still able to make calls using WhatsApp, etc. just not standard phone calls.

I have already checked that airplane mode is not enabled, have performed a restart and can still use all other applications, and have no issues with iMessage, etc. so there is no issue with my carrier. This has been going on since I performed the update around 5 days ago.
