Were you backing up your previous device to iCloud?

This link explains how to migrate data from a previous iPad to a new iPad: https://support.apple.com/en-us/HT201269

And no, as long as you are using the same Apple ID as you used on the previous device, you do not have repurchase any apps or music you purchased previously.

Backups to Apple’s iCloud or iTunes on a computer only backup data from apps, now.

Not the actual apps any longer, unless you use an older version of iTunes, that is currently available, that is compatible with thd current iOS version, that CAN still save actual apps AND app data to iTunes.

So, if you are using the same Apple ID and password, you will have to redownload all of your apps from the iOS App Store found under the Purchases option, first.

Then restore all of your data from your backup to the iPad.

Best of Luck to You!
