Apple mail spam filter not learning

iMac 27" retina 5K late 2015. For a service provider email account(Spectrum), I have re-identified valid YouTube and Turbo Tax emails as "Not Spam" and I've dragged the emails from the Junk folder to the Spectrum mail folder many times... the similar emails over and over for months. The Mail spam filter can't seem to learn that these Spectrum emails are not junk. Any thoughts how to correct the issue?
