I bought a ipad off eBay form someone with good feedback. They have reset the pad but it's saying to me ipad disabled connect to iTunes. When I go to iTunes to restore ect it's saying I pad not found how do i get this to work please.

You can try to follow the directions in this link EXACTLY, but if the iPad requires an Apple ID and Password that you do not know or have, return the iPad for full refund as it was clearly not prepared properly for a new user.

That sounds like a hardware issue.
Though as a last resort, you could try with a different USB cable. That sometimes makes a difference.
I bought off eBay so I could maybe get money back from them it's long winded I know .
Just be sure you pay attention to deadlines, that's the number of days you must wait before filing a complaint to Ebay. I have a friend who got burned (buying the 1st gen iPhone when it came out some 12 years ago). She complained to Ebay but they told her to give it more time. She waited longer and passed the deadline to file a complaint. Long story short, she was out $600+ and never went back to Ebay.
When I plug cable into wall it shows as charging when I plug into computer it pings continually so my thinking is it could be the cable. I'm going to take it to a Apple store.
You did edit one of your posts, which showed a veiled email address showing the iPad is activation locked. ShagCA saw it and responded as did I.
If the owner removes activation lock (or reset the device), you should be able to continue setting up the iPad without that stumbling block (the snapshot you posted).
It depends on what is wrong with it.
If they find some hardware issue that needs repair, they would probably charge you, but you can deny the repair if you don't want to pay.
You will not be obligated to pay unless you want the fix.
If it only requires a restore on iTunes, then you will likely not be charged.

That is a normal way to inform the user that the device is linked to a user with that email address. Of course the email address is masked for security reason. If you're the owner, you should know exactly what that email address is.
They told me it was removed and reset, they have 509 feedback both selling and buying so I didn think I would have any problems. I called eBay just a bit ago. They have advised me if I don't get a reply within 48 hours I can file for refund, so I will wait till friday morning and then I will put in a claim
Sorry this happened. This is yet another example of deals too good to be true, which as you've now learned wan't a good deal at all. Multiple times a day people come here asking how to bypass activation lock in the iPad they just got from eBay. DON'T buy a used iPad on eBay. Here's a link to Apple Refurbished options. Buying a refurbished iPad directly from Apple comes with a warranty and is guaranteed to be ready to be activated.
I have no idea. If you have the correct email used for the Apple ID and the correct Password, you shouldn't have an issue. Since you do, they didn't give you the right information. You should really give up, get your money back and never buy a used iPad or iPhone on eBay.

The continual pining, generally points to a bad connection, i.e one that comes and goes.
