While visiting an apple store today (Feb 20, 2019) I was informed the macmini RAM is soldered to the Motherboard.
Is macmini 2018 indeed RAM upgradable?

You will only void your memory if you mess something up.
Here is how to replace the RAM

It is comparable to replacing/adding a drive in the upper bay of the 2012 Mac Mini
From Apple: “Mac mini (2018) does not have user-installable RAM. You can configure the memory in your Mac mini (2018) when you purchase it. To upgrade the memory in your Mac mini (2018), go to an Apple Store or Apple Authorized Service Provider.”
If you DIY, you’ll void the warranty.
