Okay. Updated to mac OS 10.14.3. Now all icons are showing. Remember when we could rebuild the desktop in OS 7-9? Seems like that is what happened. Sort of... ;) Thank you!

The .eps files on my 10.14.3 installation show icon views. Open a Finder window and press ⌘-J to open the Show View Options panel. Mine is set to √ Always open in icon view, and √ Browse in icon view at the top of this panel. Further down in the panel, is another √ Show icon preview that I have selected.
The first .eps was made in Illustrator 8 in 2000, the second in Affinity Designer, and the third comes from the standard Ghostscript 9.26 distribution, but that image has been available for decades.
Do you have any .eps that preview correctly, and if so, what is different about them, including creator that may be a clue to what is occurring with those that do not preview correctly. Does exiftool shed any light on the differences?
The exiftool utility is free, third-party software. It will provide the following information, most notable is the real creation date, which Apple's mdls command-line tool omits:
Your .eps files that cannot open in Preview, or otherwise do not display in the Finder — may actually be missing the internal, low-resolution preview that the Finder expects, and thus may fail the Adobe Document Structuring Conventions (DSC) expounded upon in the Postscript Document Structuring Conventions Specifications. Or there may be other subtle reasons in the document content. I don't think this is going to fix itself from anything you do on the Mac side of things.
I'm showing the same thing on my MacBook Pro. I am running macOS Mojave Version 10.14.1.
I can preview images of jpg, png, svg, xlsx, pages, psd, tif, etc. It looks like the Mojave update did not include the preview option for Adobe Illustrator file extensions .ai, .ait and .eps.
Not sure if the macOS 10.14.3 Update takes care of it or not. Haven't read or updated yet.
What version are you running?
I know how to do the command-J, show icon preview. And also doing a command-Y on the file shows big generic EPS icon too. This is a deeper problem. Maybe has to do with Adobe, Ha! See here: .PDF, .AI, .JPG all preview.

No .eps files have icon preview.
Won't open in Preview App. Error "PostScript file conversion failed".
Won't place in Pages App.
Changed .eps to all open in Preview, now icon is a Preview default icon.
--Sorry, I can't figure out how to use Exiftool in Terminal. ???
Good. Finally fixed it. Yes, I do remember rebuilding the Desktop in OS 7 - 9. Fun times. Flushing toilet sounds playing when emptying the Trash.
