how to stop hotspot tethering

My home wifi service dropped out and my phone automatically connected to my phone hotspot even though hotspot was turned off. I ended up racking up quite a cel data bill. How can I disable hotspot unless I allow it?

Wait, are you saying the one phone you have connected to its own hotspot? That is impossible. What most likely happened is you lost Wi-Fi and the phone switched to cellular data, as it is designed to do. That is not the same thing as connecting to the phone's own hotspot.

You can go into Settings/Cellular and turn off any apps that you don't want to allow to use cellular data.

Problem started when I was streaming a movie on my iPad. When the iPad lost the home wifi signal, it automatically connected to my iPhone as a hotspot even though the hotspot function on the phone was turned off. I've tried testing this several times. When I switch my iPad wifi to my iPhone hotspot, the hotspot on the phone automatically turns on.

When connected at hotspot, the phone connects through cel data and the $$$ start to rack up.

Is there a way to prevent the phone hotspot from automatically turning on?
