New MacBook Pro won't re-download apps from App Store - status just spins and nothing happens

I recently received a new MacBook Pro (15-inch, 2018) on Mojave version 10.14.3. I signed-in to my Apple ID in the App Store, and it shows apps I've downloaded before (Magnet, Pages, Numbers, Keynote, etc). When I click on the 'download from cloud' symbol, it switches to the white spinning circle, and then just spins forever. Nothing actually gets downloaded.


I've tried signing out and signing back in with no luck. Eventually the spinning circle just stops 'mid-spin', but still nothing happens.
