Start up screen page on Mac?

When I start my Mac, after initiating credentials, my background photo pops up, but... as soon as I move my cursor, an application page overwrites the screen?

iMac 21.5" 4K, macOS 10.14

Try resetting the NVRAM and also restarting in Safe Mode. Instructions for each are in the links below:
