Startuphelper pop-up every 30 seconds

My daughter’s school issued MacBook has been rendered useless by a pop-up saying “you do not have permission to use the application startuphelper...please contact your administrator”. I don’t see any application by the name startup helper running on her system. How do we get this to stop?

For me it's every 7 seconds. Also it keeps going back into the center of my screen and basically makes me constantly restart my computer only to have the same thing happen no matter what I do.

There probably isn't anything you can do since it is a school issued laptop with a restricted student user account. The best you can do is try moving the pop-up window out of the way to the bottom of the screen until you can get assistance from the school. Depending on the type of window this may not be possible and it could keep popping back to the center of the screen.
