I recently bought a iPhone 6s off of ebay! The seller had 97% positive feedback and sells a vary wide range of products.. after about a week with the phone, I was looking through screen time and I found this app in there.. it has a vary long name and not by apple. What should I do!? The app name is 37089D16126347EB87.... It’s not on my home screen either so I can’t uninstall it!

That is a web link saved as a Favorite to the HOME screen. If you completely erased the phone then it was either in your backup or you added it after erasing the phone.
Did you make sure the phone was properly erased first?

Was that app on there immediately after the erase?
Did you restore the phone from a backup of another device? That won't transfer apps as such but maybe can be tied to that device.
The phone came to me not reset, although I immediately reset it using the erase all content and settings option in settings.
