Hotspot keeps automatically turning on device after device

I just noticed that hotspot from devices I own under my Apple ID keeps turning on and automatically connects my other devices to it when I’m not connected to WiFi. Whenever it does this, I have to manual disconnect to my other devices to that hotspot. I have 2 iPhones and iPad with cellular, and when I disconnect one device from that hotspot, that device automatically turns on its hotspot and the others connect to that one.

I keep turning off WiFi and click on Forget this Network but it still does the same thing. Anyone have any idea how to stop this vicious cycle of automatic hotspots?
