Go to Safari Preferences/Extensions and turn all extensions off. Quit/reopen Safari and test. If okay, turn the extensions on one by one until you figure out what extension is causing the problem.

The button will turn black. Tap it again to exit Reader mode.
On an iPhone Safari session, that could be a product of the web site throwing that floating trash at you, and you won't be able to suppress it without avoiding the site.
