Want to request a refund. Tried upgrading to the 2.99 a month storage and by mistake ( fingers too fat) pressed the 9.99 a month subscription

Firstly, if you haven't already done so, downgrade to the required level:
Downgrade your iCloud storage - Apple Support
Strictly speaking all purchases are final - after all, you can't very well return them: please see this page for information on requesting a refund:

However Apple have been known to be sympathetic in cases of error, so it's possible that they may allow you a refund as a one-off concession: however please be aware that they are under no obligation to do so.
