My son had a iPhone 6 given to him for his first phone. We just upgraded it to a new phone. I’d like to let my younger son use it like an iPod touch. The 6 has been factory reset but it’s trying to activate service. Is there a way around this to be able to set it up without activating it?

He has Apple ID but I can’t get to that screen. I can’t get past the activation screen.
