You can first try the steps in this article:
If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support
Other then that I would start by contacting apple care to see if they can help refer you to any data recovery options.
Contact Apple for support and service - Apple Support
A couple of things would be to troubleshoot the phone's issue as of why it won't power on.
• What happened that caused the device to not power on?
• Do you have an iTunes backup on a PC?
• Is your phone under a warranty?
Why doesn't the phone power on?
• Liquid Damage
• Physical Damage
• Failed Update (Powers on but does not boot)
• Unknown reason
iTunes Backup:
• If you have an iTunes backup of the device you can attempt to restore the data to another Apple iOS device.
• If you have an iTunes backup, but you don't another iOS device you may be able to find 3rd party software that may be able to dig through a backup and extract data.
Is your device under warranty?
• If your device is in warranty, always see if an Apple store can help. Make an appointment at the Genius Bar so you aren't waiting for hours for a free slot.
• If the apple store can not help you get your phone working, you can attempt to replace your phone but you will loose your data.
• If you just want to do anything to fix your phone there are other methods. These methods will void you warranty if you have one and involve using 3 party locations that do board repair. There is a decent chance depending on why your phone won't boot that someone else might be able to fix your phone and get it back to a bootable working condition.
Caveats to the above:
• If you phone was locked by the person that passed away, there is little you can do to bypass apple's security even if you get the phone to power on. You are most likely out of luck regardless of getting your phone to boot or not.
If looking for a free solution...then the links from Androish is about it. Also, hitting up the Apple Store "might" get you a solution since your real question is "why will my iPhone not cut on?". My first thought is dead battery but need to know more about when last used phone, did you drop it and other details of that nature.
Once the problem is not free (like replacing the battery), you have the question of "what is it worth to you?". An Apple Store, if no water damage is found, will replace for I think $59+ (again assuming that's the issue). If beyond that and they start talking in terms of replacing logic boards (their name for motherboards), telling you the phone is not repairable or selling you a new device. Note that none of these "recommendations" will address the real problem and just thank them for their time.
Often "data recovery" is less about restoring the data itself and just an issue of fixing the thing the data is on, thereby giving you access to it aka "recovering" the data. For many, especially Apple, they assume its some security mumbo jumbo about encryption, security codes, and other nonsense but fixing your phone is by default recovering your data.
Now once have new phone or working phone you want to make sure this doesn't happen again. That part is never covered for some reason. Rule #1 of any data you have regardless of device is backup, backup, backup. Ideally you have three copies - 1 on original device, 2nd on something else (I go with external hard drive) and 3rd elsewhere that isn't the same physical location as the first two copies in case of fire and the like. i went with a cloud backup but an external hard drive kept elsewhere works too. Tall order to do 3x backup but you ALWAYS want at least one duplicate copy cause you never know when something is going to break. Create that backup policy for yourself & your family. Better to lose a few months worth of data instead of years and years of it because didn't take time to do the occasional backup.
So if want free solution, then install Google Photos (cause unlimited space for photos), Dropbox (my preferred cause like way it renames photos to date and time photo taken) or OneDrive onto your device and log in. When prompted about backing up your photos choose Yes. This will start a process to back all that stuff up to that account. This process is not constantly running in the background due to the nature of how iOS handles security and apps so you still have to periodically go back into one of these so it looks for new photos that have not been backed up. I tend to do it once a month but increase frequency based on how often you take photos.
The not free solution is iCloud as only give you 5gbs of space with more costing more then other cloud solutions. Advantage of iCloud is it will do the automatic backup (assuming you went and enabled all that) since iCloud can run in the background since Apple is going to white list their own stuff. So extra cost might be worth not having to manage the backup much. Really depends on volume of photos talking about.
So to sum:
free - see links, hope Apple Store helpful, then download a cloud solution
not free - consider Apple Store advice, try searching for other repair shops, then iCloud.

While rather long winded, Kingdom is correct and you are wrong. If the phone can be repaired data can be recovered. If it cannot be no data recovery company in the world can recover data from it. Except possibly the one that recovered data for the FBI, at a cost of roughly $1 million. But the way they did it won't work anymore, because Apple closed that vulnerability.
This is not helpful he wants his data back and apple will just give him a new phone if it is in warranty, they dont give any data recovery
Have you tried restarting your iphone, holding the home button and the power button untill it turns off and a apple symbol comes up and have you tried charging it
the artical did not help and i contacted apple and was told that i would need to get new phone and apparently it is my fault my photos will be lost because i did not back it up even after telling them that itunes failed to back it up
can i also ask why it says solved with a green tick even tho my problem has not been solved you only pointed me to links that then point me back to the comunity
Apparently the person who didn't even help you solved it. :/
Best of luck Richard. I hope you fine someone to help. Clearly apple doesn't care about the person looking for help when they delete replies from people actually trying to help...
i no but apple forgets that i do get the emails so i can still read then just cant reply to them

Only the original poster (in this case richard0852) can mark a post as solved.
i never marked it as solved i got an email saying apple has automaticly listed the problem as solved

If Apple had marked it, it would say “Apple Recommends” not Solved.
