Undentified place holder App

Everytime I restart my phone this placeholder app appears and no matter how many time I delete it it comes back recently two of this has appeared and I keep deleting them. Anyone know what this is and how to remove it for good?

Update your iPhone to iOS to 12.2
Connect to your computer iTunes and do a restore from backup,https://support.apple.com/en-us/ht204184 see here:
