Move Activity Ring not closing after using Garmin Connect

Seems like this was asked before, but did not see where it was answered so asking again.

I have an iPhone XR, Apple Watch Series 3 with cellular and Garmin Vivoactive HR. I run with the Garmin and my iPhone. The Apple Watch is in the car when I am running.

I have started using the Garmin Vivoactive HR to track my runs. It works great for runs, but does with close the Move Activity Ring after completing a run. It does, however, close the exercise ring. The data is written to Health from Garmin. It does not close the move ring but recognizes that I have moved. All categories are checked for Garmin Connect to sync to Apple Health. Can you please tell me if I missing any steps.

I sent an email to Garmin Support, but the response I got from them did not help because I don't see it being a Garmin Connect issue.

I'm very sorry but we do not support anything further than helping connect your Garmin Connect mobile account to sync with your Health account.

I don't even know what the Move ring and the Exercise ring are.
