Apple ID is locked and I don't have access to the recovery email (locked email via apple) and don't remember the security questions.

My brother had an old icloud, from when he was under the age to have one, and my parents set it up. After he turned 13, he changed the security questions and forgot them. He eventually forgot the password and locked himself out. The recovery email is the locked email, a*********@icloud.com, and again, he forgets the security questions. Is there anything he could do to get the account back?
