I use a POP account in Mail and when initially setting up get the same dialogue, not sure why but Mail in macOS or iOS just doesn’t appear to like POP accounts, it’s either that or a hint we should now be using IMAP.

If you have all the relevant ISP settings for Incoming and Outgoing servers, ie port number, whether to use SSL and if Authentication is Password you should be able to go in Mail Preferences, click on the POP account and then select the Server Tab, there you can check and edit the information to match that required by your ISP.

If you confirm all is correct, especially the Host Name, User Name and Password for both Incoming and Outgoing you can usually click “Trust” if that option is given. I’ve found that you often have to edit just one or two areas after doing initial the auto setup, after which Mail decides everything is ok.

I’m not familiar with your ISP but this could be useful if you can confirm it’s correct, note the different port numbers regarding if SSL is used or not, I would think you should be using 995 and 465 with SSL.

I’m not sure what that workaround could be other than a common trick of forcing iOS to setup POP by infilling a none existent mail address or for macOS to hold down the option key when clicking “Sign In”.

But if you can get to the manual input stage then I’ve always found with the help of this Apple help article and your ISP Settings you can usually convince macOS Mail to connect to the servers.

Change Server Settings in Mail on Mac - Apple Support

The only other thought is if you have Mail working on iOS you could go to the Mail Settings on your iPhone and then compare the setup for Incoming and Outgoing servers to those in macOS Mail Preferences Server tab.

Not sure what else to suggest.
