Pending purchase

So I purchased a In-app purchase for 90$ after topping my account up with 100$ and everything is ok until it wants me to verify my payment method, so I do. After I remove my old credit card so I can use the money in my account the purchase goes through. however when it returns me to the app it says the purchase was cancelled. The In-app purchase is a one time buy and is still there but I haven’t received what I payed for, what’s worse is that the money was taken out from my account and taken me to 10$.
