Airdrop on Iphone8

I'm airdropping 4 pictures from macbook to iphone - 3 will airdrop, 1 won't.

I have tried emailing across, but the phone won't open the picture, there's no option to save to Photos, so can't save it to Photos app, so have to save to Notes, then it won't open, as it will only save as a data file - so there's still no image there to open.

I've rebooted and renamed the image, resized it, copied it and done everything I can, but it still won't airdrop - am I missing something here? It's not a corrupt file as its a duplicated file from the photos app that I am returning to the phone - which I have done with everything else no problem - so can anyone offer their advice on why this file won't airdrop, email, open or save? and why there's not even an option to save to Photos??
