Account disabled

Hi - I recently changed my credit card and am unable to update my iTunes account with new details and subsequently all of my updates and apps I pay for are being declined. I have gone into my account to changes the card information but when I click “done” it says nothing can be done because my account is disabled.

How can i update my payment details if I can’t update my card on my account?
