I use a 2018 Mac Mini connected via HDMI 2 cable to a Toshiba 43V6863DB 43 Inch 4K Ultra HD Smart TV. Every time I boot up I have to reset the screen size in System Preferences as the screen is always overscanned and too big to fit the screen properly. However, in the preferences page the adjustment is set as it should be but the screen is still wrong. When I click on the overscan setting slider the screen returns to normal size. Is this a bug or something I can stop as it’s very annoying having to readjust every time the computer starts up?!

Mac mini, macOS 10.14

Have you tried any of the settings other than 16:9? If not try auto and full. If no success then have you tried scaled in the Display preferences with the preferred resolution for your TV. If you choose 3840 x 2160 does the screen get small to accomodate the larger resolution? If so then try 1080p.
