Security questions are in Chinese - how do I reset?

I can't reset via iforgot because it asks me to verify the answer to one of the Chinese language questions. I've successfully reset the password but I can't get past these security questions.

iPad 2, iOS 9

To be clear I think the problem I am having isnt really that I can't answer my security questions, it's that I can't set my language options without getting past this step. I suspect that the questions are ones I set when the account was created, but the exploit here is that I can't access my account to change the language, so I can't get past this step. Ive seen others who have this problem over the years, but I've yet to find a solution.

Apple Support by e-mail or chat    Work through the screens to get a chat option.  You may need to pick a problem that is slightly different than yours to get a chat option.

Or fill out and submit this form.          The form is for iTunes, but it will get passed to the ID Support section.
