I’m on iPad 6, running iOS 12, the iOS mail app is not showing any option to save the files when I’m trying to save PDF attachments
The save option works fine in other mail apps and on browsers but not on iOS mail app
any ideas how to fix is appreciated
BTW, there’s nothing after pressing ‘more’ if you’re wondering, it’s all blank

In your original post, you stated you know it works in other mail apps and on browsers. You said nothing about knowing whether it works on other iPads.
Why does your original screenshot show "Copy to Secure Mail" as an option? This implies something unique about your iPad's setup - perhaps with a Profile, or perhaps using a specific application, network, ...

When I open a PDF attachment in Mail on my iPad Pro, iOS 12.2, and click the Share button, I see the following which includes what you’re seeking:
Again, I opened the attachment. Perhaps you didn’t.
