Removing iCloud by IMEI

Hello Apple. I recently bought an iPhone 4s from a roaming vendor but after I Formated the device I saw that the iPhone had an iCloud and That seller no longer exists.

You need the previous owners information to remove the icloud activation lock.

Since you can't get a hold of the person you bought it from the phone is useless to you, sorry you got scammed and lost your money.
