Can I send iMessages from an iPad wi-fi version if I have an android phone and I don't have any other apple devices? If I can, how do I do this?

Yes, you can use iMessage, but that will only permit you to message other iOS devices. Since you do not have an iPhone, you won't be able to text with non-iOS users, such as Android phones.
