iMessage on iPad wi-fi
Can I send iMessages from an iPad wi-fi version if I have an android phone and I don't have any other apple devices? If I can, how do I do this?

Yes, you can use iMessage, but that will only permit you to message other iOS devices. Since you do not have an iPhone, you won't be able to text with non-iOS users, such as Android phones.

But you might want to give serious consideration to moving to iPhone.

That's fine and completely your choice. You're just missing out on some cool continuity features by not staying in one ecosystem.
