Apple Watch stuck on Apple Watch Basics screen

I followed the steps to set up my apple watch with my new iPhone XS Max and it's stuck on the "Apple Watch Basics" screen. On my phone it it showing as paired, but when I try to change the setting it asks me to make sure that the watch is powered on and nearby my phone. Which it is.
