Message Failed To Send notification when turning on iPhone

Every time I turn my phone on I get a notification for a message that failed to send over a year ago. The notification is not always for the same person or message, but I don't get all variations of the notification each time I restart, just one of three. A quick Google search has shown numerous people with this problem, but no solution that works for everyone. So far I've tried to solve the problem with these actions, but none have worked:

  • Find the old messages that failed to send (I couldn't find them)
  • Edit > Read All in Messages App
  • DFU Restore

Try set the "Keep Messages" in the Message option to 30 Days to have iPhone delete those old messages

iMessage is carrier specific service. You need to have data plan loaded on to your plan. Contact them and ask of internet plan and then activate.

"Waiting for activation........" :- waiting for carrier's server to respond, Apple has no role to play in this waiting.

Set up cellular service on iPhone

The cellular connection on your iPhone requires a SIM from a carrier; contact your carrier to set up a cellular plan.

iPhone X and earlier models support one cellular plan using a nano-SIM.

iPhone XS, iPhone XS Max, and iPhone XR support Dual SIM using a nano-SIM and an eSIM (not available in all regions; iOS 12.1 or later).

iMessage and FaceTime uses internet data. If your network is bad the then you may have difficulty is sending iMessage and call on Face Time

It is always better to use Wifi during FaceTime

Once the iMessage is activated then FaceTime will automatically get activated

I have no idea how your post is relevant to this problem... but I'll attempt to respond anyway.

I do have an active carrier service plan. It is not "waiting for activation." I am not having an issue with messages failing to send now. My problem is the false and ancient (300+ days ago) "Message Failed to Send" notification upon powering on my phone.
