If you cannot find the Apple ID and Password, you will need to provide the original purchase receipt, proving you are the original buyer of the iPad for Apple to help you. Without proof of purchase, you have a useless device. Apple won't help you and we can't help you.

The only way to get past Activation Lock is to know the Apple ID and Password that were used to set up the iPad. Does your mom not know her own Apple ID and Password?

If this doesn't work, Apple may be willing to help you IF and only IF you have the original purchase receipt, proving she is the original buyer of the iPad. Apple will not help without valid proof of purchase and we can't help either.
